See, I was under the impression it’d didn’t propagate at all until you starred it. But I was doing some evaluation with a colleague the other day and noticed that non-starred updates do eventually get sent through.
I also noticed what might be a bug with library activation - a workspace library that is enabled on the document level, but not globally does not work. It needs to be enabled globally, meaning the document activation is not working.
My overall experience has been that the fundamentals are good, but there’s quite a few quirks and inconsistencies that really undermine the system, I’ll add some more feedback during the upcoming week
In regards this entry, there are a few things that I believe required our assistance since they look like issues. Particularly regarding the propagation of new edits, and library accessibility on settings.

We would like to gather more information about this. Specifically, which versions experienced propagation, and under what circumstances did you saw this happening?
In addition, you mentioned a potential bug with library activation:

This is not expected behavior, so could you give us more insights on this situation? I would like to know:
Is this issue specific to just this library, or do other similar libraries have the same problem?
Is this a recent behavior?

I’ve been running an evaluation at work and this is when the propagation issue came up, both of us in the latest public release of 101. In my own testing (I’m not actively using regularly updated libraries) I’ve also observed that starred updates are delivered almost immediately and I thought (Though it is not documented) that only starred updates would be synced. But in testing the other day with someone else, wait long enough - minutes - and the changes do eventually get sent without having to resort to using stars. I feel it should be immediate in both scenarios, it makes for a needlessly frustrating workflow.
Regarding the activation bug, I’ve looked again just now and it seems intermittent with the same test library. I can now activate the library, and sometimes on deactivation at a document level it turns off, other it won’t until the document is re-opened. I’ve created a second library to confirm, and that one does not appear in the document library list at all until it is activated globally. Something strange going on here.
The files in question, not sure how useful they are to you as they’re literally just for testing, there’s no real work in them. How would I go about adding you to the workspace, just invite productsupport@sketck.com?
Additionally, is it the intended workflow that you need to first activate a library in the global section before it appears at the document level? The whole workflow feels odd. It should probably be something along the lines of:
Any library available in a workspace should always be visible in both global and document menus
Anyone collaborating on a file should have the library auto download and activated if it’s been set by someone else on that document

About library update propagation delay, from our testing, we found that the propagation of a library cannot be expedited by starring or un-starring a version. On our tests, if we have a library with star versions and then we create a version that is not starred, that version will never propagate until we star it. We waited over two hours in our tests, and the un-star version never propagated. Regarding the different timing experience we would need to consider things like cache, network security, application and macOS version in order to understand the difference of timing, but just to be clear starring and un-starring will not expedite. Here we’d need to check logs and gather more details. If you notice this happening again, a screen recording would help a lot.
In regards intermittent activation bug, Based on your follow-up, we now have a better understanding of what’s happening. We were assuming that if you turn off the library on the document settings, that library continued to show up. We did a few tests and could not find this but since you reported an intermittent issue maybe we can work out a way to collect logs when that happens again.
Talking about accessing for further testing, that email isn’t the best one to use since we all have individual Sketch accounts. Instead, I’d recommend reaching out via email (through that one), and I’ll share my account details so we can continue investigating together.
