I’m not completely sure what you mean, but I believe you can easily achieve something like this using a few features in Sketch.
Sketch has Real-time collaboration, which allows you to invite others to work on your Sketch document.
You could create or install a wireframe library and insert arrows, labels, etc., to build a wire flow.
And to make collaborating even easier, it’s also possible to leave comments for your collaborators.

What I want is a tool or platform similar to a whiteboard that allows all users (PMs, designers, engineers) to collaboratively draw UI wireframe or UX Flow, similar to the tool “Miro”.

Pardon me, I think I get it now.
Sketch doesn’t offer these features, unfortunately. Some of them could be replicated, but it would probably be more difficult for other stakeholders to work with.
