I performed some tests about this a few days ago because I was experiencing the same (coincidence, I don’t think so!), and I would like to share the results with you!
First, I removed all traces of Wacom drivers and apps from my system and tried to open comments in one of my documents. Everything worked as expected.
Then, I proceeded to install Wacom Center and its drivers once again. To my surprise, I could no longer open comments! I checked what my settings/mappings were, and it looked like this (I guess also yours):
I tried modifying the settings so the click was mapped to one of the buttons, but it didn’t seem to help. Finally, I discovered that one option enabled the “correct click” in the Wacom settings to open the comments correctly, and it was the “Middle click” option. I mapped the button to this, and then I was able to open them using such a button! Perhaps you can set it as I did as a workaround (or try a different combination just in case it works differently on your end):
Their drivers may be facing some incompatibility with our software (it worked flawlessly when they weren’t installed). Still, I will make sure to pass this on internally to see if there is something we can do to correct this behavior.

I just tried swapping my mapping for Sketch to middle click as well and it still does not work

Oh no! That’s unfortunate… I guess different Wacom models behave differently, and what worked with my hardware didn’t do the trick with yours.
I’m very sorry for the inconvenience this may be causing. As I mentioned, we will keep an eye on it, but unfortunately, I can’t promise anything since drivers are involved, meaning that this is not totally on our end to be fixed.
