My current UI pages in Sketch APP cannot use smooth smart animations. Is it because my macOS is version 12.7?
Do I need to upgrade to macOS 13 to use the latest smart animations?
If my computer cannot be upgraded to version 13 or above, does it mean I can no longer use smooth smart animation features?

Indeed, that is correct. If you want to use the new Smart Animate features in the latest release of Sketch, version 101, then you will need to be running at least version 13 of macOS. I hope that your computer is able to update to macOS 13, so that you can use the latest features in Sketch.
