How about having the option to use Fit combined with Option Key to be able to fit art boards to contents but ignoring overflows caused by shadows or blur?
This would be very useful for centering, aligning and even to copy and paste from art boards with different blurs (for Surface levels) but keeping the same position realtive to the background.
Alternatively we may be able to have another checkbox “Artboard border excludes overflow” (or similar).
With this option artboard border will be shown around the objects but blur/shadow will be visible outside the border. Position should be relative to artboard excluding overflows.
This is how it works if you fit the Artboard manually. Shadows overflow, and they even appear in the preview when using overlays. So, it should be doable.
