Bottom padding in the layers sidebar

Hi, it’d be great to have some padding below the layers in the scrollable section of the sidebar, here:

Currently, there is no bottom padding meaning it cannot overscroll. This becomes an issue in fullscreen as it hugs the bottom edge of the display, so when trying to interact with the bottom most layer, it is easy to trigger the screen edge and accidentally reveal the dock.
