Snapping & smart-guides between/outside groups

I understand the value of localized snapping (inside groups) and it works great for me 90% of the time.
But there are often times where I wish I could align a layer to an object outside a group, or inside another group.

Suggestion: It would be great to have a modifier key to activate smart-guides/snapping to all objects on the artboard.

While searching for this, I learned how holding CMD actually disable smart-guides (:exploding_head: if only PS and Illustrator supported that). So the inverse of that. Seems like CTRL isn’t used for anything when dragging?

Additional thought, could this also activate aligning object that are off-screen on the artboard? (Might be more confusing than anything, just an idea).
