Adjusting corner radius enables clipping content.

This case is showing the expected outcome. Allow me to elaborate 
By definition, rounding any corner will clip its contents. This is because the moment you apply rounded angles to a corner, it’s because you want to see these rounded corners and make that Frame act as a delimiter; otherwise, it makes no sense to make them round.
The corners you’re trying to round here are the corners of a Stacked Frame whose goal is to act as a container of other Frames, but without limiting their boundaries. Basically, these two are the ones you’re trying to round:
In this context (and virtually in any other similar context), the rounded corners make little sense here, given the non-clipped content this Frame is storing over its own background. For that reason, my recommendation is to keep these corners unrounded
